The Client’s Challenge

During the Balkan Conflict, U.S. forces assigned to Operations JOINT FORGE and JOINT ENDEAVOR were responsible for maintaining air superiority over the Balkan region.  The mission included aerial video surveillance, targeting, and damage assessment.  An important resource in this mission was the first time tactical deployment of the “Predator” Unmanned Aerial Vehicle (UAV) surveillance drone. Our client required a real-time video and teleconferencing network to ensure seamless coordination between Joint, Allied, and Coalition commands using Predator surveillance and targeting products.

Meeting the Challenge

To meet this mission-critical requirement, HAI was tasked to design, install, and operate a global voice, data, and video network, with real-time broadcast of Predator video surveillance images.  HAI configured the Joint Broadcast Service (JBS) linking U.S. command and control sites to the uplink and downlink sites for Predator video transmissions.  HAI also configured Very Small Aperture Terminal (VSAT) receivers to process video imagery into MPEG-2 data for transmission over an ATM network with appropriate network encryption to segregate and protect U.S. and NATO SECRET information.
