Communications Commercialization Contract
(TC3)
The Client’s Challenge
In support of Operations JOINT FORGE and
JOINT ENDEAVOR during the Balkan Conflict,
U.S. Army aviation and ground forces needed
secure and reliable telecommunications and
data network services. The war-damaged
commercial infrastructure of the region
could not meet this need and Army
telecommunications resources were required
for other tactical requirements. An
international telecommunications provider
was tasked by the U.S. Department of Defense
to reconstruct and integrate commercial
telecommunications assets in the region that
could be used to supplement and replace
military assets.
Meeting the Challenge
Under a subcontract to the
telecommunications provider, HAI provided
local exchange site design, construction,
operation, and relocation services. These
sites combined local land line service with
portable microwave and satellite
transmission equipment, including Lucent
Definity voice switches, N.E.T. Integrated
Digital Network Exchange (IDNX)
multiplexers, DEC Alpha file servers, Cisco
routers, PairGain modems, and other voice
and data network devices. HAI provided all
network encryption technology and support
for the segregation and security of U.S. and
NATO SECRET information. To meet joint
command requirements for tactical
relocation, HAI designed and implemented
strike-down and relocation procedures for
assigned telecommunications facilities. In
many cases, these strike-down and relocation
events occurred during periods of hostile
activity.
